What defines that a Grinder is suitable for use

Hi Guys
has anyone got a proceedure for defining what needs to be done to ensure that a grinder is fit for use / purpose.
Obviously the guards should be in place ?
I suspect that the wheel should be sound (how would I know)
Electrical saftey should be considered I think ands this could be covered by PAT test and visual examination.

These would seem to be obvious points, what I am looking for is a proceedure that our club could hang its hat on.
