What are these?

Does anyone know what these are for? There is a flat on both sides, I assume to use a spanner on them but that's all I know!

If a small hole through the middle then could be multi step pen mandrels.

Looks like light pull mandrels or similar with a direct thread for at a guess record size spindle thread

....I'm not so sure Fred...those barrels don't look as though they'd take much bigger than a 6mm to 8mm internal/female thread.

There are no holes or threads, they are both solid and are around 10mm diameter at the widest point.

I'm guessing the flats might be to remove them from a push fit hole in something - perhaps a live centre / drive centre pair but it's only a guess! It seems odd to me that if the two are opposite ends of some sort of mandrel that they aren't matched.

They are the very first pen turning drives from the early 90's. One goes in the headstock, usually a MT1, and the other goes in an interchangeable live centre. I still have my pair from that period. The flats are so you can remove them from the headstock and live centre.
